Ebling Mis was the only great psychologist in service to the Foundation. Mayor Indbur III put up with his rantings only because of the possibility that he could reproduce the works of Hari Seldon and predict the movements of the Foundation's enemies which, even if he could, would (in theory) cause perturbations in the Seldon Plan, making for the usual thirty thousand years of barbarism before a second empire could coalesce.
