The Benevolent Guides, V-Tan and O-Vieve, were responsible for creating the isolationist structure on the planet of Kegan. However, their system was eventually rejected by the people, and the entire Guide structure was replaced by the ways of the Galactic Republic. Through uncertain means, the two Benevolent Guides foresaw in visions the coming of the Galactic Empire, an invasion by either clone troopers or stormtroopers, and the building of the Death Star. The Benevolent Guides lived within the Central Dwelling in the city of Kegan. Within the city's central coliseum inside the Gathering Circle, the Guides moderated voting, allowing votes like in a democracy, but choosing which topics to vote on.
