The number is restricted to five members, which were chosen by a vote during the last two months (Forum:New Featured Article Voting and Review Process). Everybody (with at least 200 mainspace edits) could be nominated or nominate himself. The number was chosen according to the size of Brickipedia. Other wikis with a comparable number of users and articles have sometimes even less members in such a panel. But the panel is not *that* important anyway.
