DiBella was born in Louisiana. His family moved to Chicago when DiBella was very young. He became a member of the Chicago Outfit during the era of Al Capone. He was known as a "Stron-arm" type mafioso who was heavily involved in illegal gambling activities and as a specialist in shake-down tactics.
