When the Wizard realized the seriousness of a terrorist threat from the Mosconian Spies, he contacted the F.B.I., which in turn contacted the Shield. Historically, this was the first meeting for the two heroes. The spies planned several sabotage plots against the U.S. Government, one in Pearl Harbor, another at West Point, and even an attempt of blowing up Hoover Dam and the Golden Gate Bridge in San Francisco. The Mosconian's were also briefly successful in capturing the Shield too.
