The petition form is given during the Ghost Ahoy quest to collect signatures from ghost villagers in Port Phasmatys. It is used to protest Necrovarus and his control over Port Phasmatys. Multiple signatures from a single ghost is allowed. If it is lost, another form can be provided by Gravingas, the ghost activist. 10 signatures are needed for it to be completed, but they can be obtained from 2 villagers over and over. Note: For the villagers to provide signatures, you must be wearing a bed sheet dipped in ectoplasm.
