Blue Wacko was in the NYPD station where Lieutenant Pearson was meeting James "Sonny" Crockett and Ricardo "Rico" Tubbs regarding their business in New York, spouting nonsense and anti-government rants, then busted out of an interview room when Tubbs (being a former NYPD officer) stopped him with a slug to the chest.
