S.T.A.R.S. was an elite military force operating in the United States. One of its primary objectives was the securing of American research facilities, should its loaned Umbrella personnel inadvertently trigger a viral outbreak. S.T.A.R.S. was split into several teams, and based in at least two locations. While the small Bravo Team was based within Raccoon City, Pennylvania, the majority operated at a military base five hundred miles away.
