The Council met in a conference room in a minor office complex on the outskirts of the city of Riyadh, Saudi Arabia. The twelve members sat around a slender wooden table in highback swivel chairs. During Storm Force they were asked by the King to undertake a special task: to give America a supply of oil to safeguard their kingdom. Whilst some of the members of the council believed that it would be a bad idea to help the people who wanted to attack them, Fedallah was adamant that the King's will should be carried out.
