Ludwig Zell was a Nazi operative who worked with Maximilian Rose. In their agreement, Rose sent raw materials and supplies to the Nazis, and Ludwig Zell made arrangements to have a massive payment delivered to Rose via the Hindenburg. Later on, Saint Dane murdered Zell and assumed his form, to prevent him from warning the Nazis that the Hindenburg was in danger.
