In a closed system, where neither matter or energy are added or removed, total momentum will be conserved. This is known as the law of conservation of momentum, and it applies to both angular momentum and linear momentum. Angular momentum will remain constant as long as the net torque is zero, and linear momentum will remain constant if the net force is zero.
