Judge Dryden was the high judge and inquisitor at that time, supporting Blackthorn and the Oppression. By the time of Ultima VII, the court had moved closer to Empath Abbey, but remained in the jurisdiction of Yew. During that time, Sir Jeff was the high judge at the court.
