Raheem Kadir is a warlord who was prominent in Somaliland around 2006. In 2007, he arranged a kidnapping which took the daughter of a Swiss diplomat and two friends, which included Sarah Fisher. His men were neutralized by Third Echelon agent Sam Fisher, Sarah's father. Kadir's name was discovered when Fisher raided a cabinet. By 2008, he owned a weapons facility in Iceland that was raided and sabotaged by Third Echelon agents just after a load of weapons was airlifted.
