Swallowtail Cut is an advantage to Scything Blade When applied to a henchman, villain, master villain, or another Hero, the Bleed component of Scything Blade deals a percentage of the target's health instead of a flat amount. The amount of damage done decreases each tick of the power. If the target is of Supervillain rank or higher, however, it applies the normal Bleed effect.
