Batman’s absence from Gotham City has caused the Monarch of Menace to come out of retirement, claim he has captured the Batman, and charge Gotham’s crooks 10% of their heists to keep him imprisoned. The real Batman, now recovered from his fight with Ra’s Al Ghul, returns to help clear up matters.
