The Hong Kong Chief of Police is a Police Chief who works for Hong Kong Police Department, while secretly loyal to both of the Red Dragon Triad and Blue Lotus Triad by providing police protection. In order to lessen Lee Hong's protection, the leader of Red Dragon Triad, 47 killed the chief and made as if his death was done by the triad. The plan was successful and Hong Kong police withdrew their protection to the Red Dragon Triad, and with it, opened a way to assassinate Lee Hong.
