He was able to pull several cars and I think his power level is around 300 or so. He has some ki but probably not enough to produce a blast. 300 would be WAY, WAY too high. After all, Goku and Piccolo were barely above 300 (330 and 320) at the start of DBZ and it's quite obvious that they'd be able to own Mr. Satan even back then quite easily. He's probably only around 10+ (Goku at the start of Dragonball.) Also, virtually every living being has ki flowing through them. Using it is an entirely different story, though.
