Owain Llywarch is the current Imperial Commissioner of the Territories of Hulstrian Dovani. He is the first person to hold that position since it was enhanced and modified from its former status as Imperial Commissioner of the Eastern Territories. Prior to becoming Imperial Commissioner, in 2902 he was appointed by then-Imperial Commissioner Evelyn Haenraats to serve as the Chief Administrator of Nord-Carina. From 2898 to 2902 he was the Principal Deputy Chief Administrator" of the Heinrich der Große Regierungsbezirk; and from 2896 to 2898 he served as the Deputy Chief of Staff and Chief Human Resources Officer of the Office of Imperial Commissioner.
