The Scraggy Leather Armor Set items are random drops in the Blood Elf beginning area, Sunstrider Isle and Falthrien Academy. It is equivalent to the Ragged Leather collection world drop for beginning areas, but lacks a cape in the set. This poor quality gear is actually very nice in the starting levels.
