Kiru, most commonly known as Cutter, was an leatherworker of the Dragon's Shadow neighborhood and Ryoko Owari Toshi who got his name for his skill and speed at stripping the skin off a carcass. He was a large, powerfully built man who believed that not all eta were created equal in the Celestial Order. He put on top of the eta those worked with dead animals as him, in the middle the Kageshiru alongside with those who touched dead bodies, and at the bottom the torturers. The leader of the leatherworkers, Raspy, opposed to his ideas.
