Recruitment markers are used to "pay" for team members in Fallout 3's Operation: Anchorage add-on. You receive them from Lieutenant Morgan in the Anchorage Reclamation simulation. They can be spent at Patterson's terminal in the U.S. Army field headquarters's Command tent.
