Hinnom (also known as Huan Kuai) was formerly an old program that was mainly in charge with maintiang the firewalls to protect the Machine City from malicious code to be trusted with several security protocols for Zero One. The program found it was able to better aid Exiled Programs wishing to escape to the Matrix. However, it seemd that it was found out by its superior and it too was forced to escape to the Matrix to avoid deletion for its infractions.
