George's excited about celebrating his 1st Halloween in the country. Bill tells George & Allie a spooky story about a scarecrow called "No Noggin" who haunts the countryside on Halloween, & kicks people's hats. George & Allie want to prove No Noggin's real by catching him in the act & taking his picture. Meanwhile, George tries to come up with a Halloween costume to win the costume contest at the town Boo Festival.
