Lerak Kepac was the governor of the Federation colony on Trefolg in 2269. His administration was substantially influenced by colonists' security concerns regarding their proximity to the Romulan Neutral Zone. Kepac oversaw the capture of operatives of the United Expansionist Party and their transfer as prisoners to the USS Enterprise.
