The Galactic House of Lords was the lesser known Upper House of the Galactic Senate. Consisting mainly of Kings, Queens, Dukes, Duchesses, Counts, Countesses, and other sundry title bearers it had...certain powers...I guess.... Indeed, by the time of Palpy's Empire there were only three members of the Upper House, only one of whom even showed up for every meeting. And he showed up for the sandwiches.
