The 3rd Ward is the Minato ward in Tokyo. For ghouls, the ward is nearly uninhabitable. It was also mentioned as an example in Hisashi Ogura's book, New Book of Ghoul Dismantling. The example revealed there was an investigation on a clown-mask wearing ghoul gang that occurred in the 3rd ward.
