the max upgrade for max battle units is only up to 18. however you CAN get 25 units (well...even 99 lol), if you use a TLR trainer (yes, CHEATS) you can also increase max battle unions, too however you can only create up to 8 coz there will be no enough space for succeeding unions after 8. why not see for yourself? go download it!:
