London South and Surrey East was a constituency electing a single Member of the European Parliament (MEP). The constituency was created in 1984 and existed until 1999, when it was replaced by the multi-member constituency of London with the Surrey portions forming part of South East England constituency. The seat was held James Moorhouse throughout its existence. Moorhouse had also been MEP for London South from 1979. Moorhouse was elected as a Conservative Party MEP in 1984, 1989 and 1994. In October 1998 he defected to the Liberal Democrats.
