Another tutorial by Agrajag of Fan Made Fallout, found http://www.fanmadefallout.com/forums/viewtopic.php?p=31410#31410 here I first thought about going through everything from the very beginning (including the syntax and all that jazz), but I abandoned the idea, given that there already are a number of http://falloutmods.wikia.com/wiki/Tutorial#Scripting tutorials for that. Instead, I'll try to cover some of the aspects that I haven't been able to find in any tutorials elsewhere, that might be a little tricky (though by no means impossible) to figure out yourself.
