The Rust Belt was the perimeter of Cherubim, the capital city of the Seraphim System. Formerly a thriving business area, it was ruined when large Solarian companies like Krestor Interstellar and Mendoza of Córdoba moved in and took over Seraphim's economy. (HH14)
