The Imperial Business Security Act was masterminded between Supreme Moff Sevrus and Ralth Yeona that came into force in 21 ABY. The Imperial Remnant had the manpower and natural resources needed to effectively equip and rebuild it's military might, yet the Chimerea Accord prevented too much expenditure to be used, which in effect meant the Imperial Remnant could never hope to rebuild enough to protect itself from the New Republic. With military expenditure being reduced across the galaxy, brigands and pirates were becoming a nuisance but it fell down to individual systems and local governments to provide adequate protection.
