Resource pallets are useful in the beginning of a level, where workers are still in the process of being built and resources are scarce. Generally, no attacks occur at the beginning of most missions, making it a perfect time for starting troops to scout around and look for pallets. Pallets decrease in significance as resource gathering is established.
