Virmen Troublemakers can be found in limited numbers throughout Thunderfoot Fields in the Valley of the Four Winds, very close to Pang's Stead. They are part of the virmen pests that have stolen farm equipment from the stead and planted it in the ground, as well as ransacking the farms.
