The Riverrise Custodians were Waifs that ruled Riverrise cruelly, and allowed no disobedience or dissident thoughts. They strictly regulated the flow of the healing Riverrise water, and kept most of it to themselves. Because they could read minds, citizens were forced to underthink or overthink, hiding their true thoughts.
