Mona Tozzi was an employee at the Los Angeles City Hall Finance Department in the mid-1990s. She was a coworker of Cassidy, and a supervisor of Carla. In April of 1994, she encountered LAPD detective Harry Bosch when he visited the Finance office for information concerning the residence of retired detective Jack McKittrick.
