General Cruz is a Pirate Boss in the Atlantic Ocean and can be found on the route from Seville - Tortuga - Seville. He is one of the hardest Second Group Pirate Bosses in the game and cannot be killed easily. He is worth 1000 World Ocean points in the Exploration Log. He can be killed for points a total of 5 times. Points will only be awarded if you sink his ship. If you grapple his ship and kill him he will not reward any points. Killing him will not harm your amity with other nations so he is safe to attack and does not require a negative amity with any nation.
