William Moffat Wycliffe Livingston (10 December 1907-89) was a Conservative Party politician. Born in St Albans, Hertfordshire, he was the son of two Salvation Army officers, Thomas Frederick and Jane Livingston. Educated at Birkbeck, University of London, he graduated in 1937. During the Second World War he served in the Royal Air Force.
