A Hispanic American, Philip is the Commanding Officer of the USS Constantine (Registry #: PF-105), a ship to which Lieutenant Commander Buford Van Stomm frequently used to be the Chief of Security before the USS Phineas-A was christened in 2025 (Love's Full Blossom). He is like Captain Phineas Flynn in that he has all the powers of an Admiral in TerraFleet and at the Flynn-Fletcher Academy. He is first featured as a minor character in Ad Astra 1: Encounter at Alpha Centauri, giving Phineas a message upon the Phineas-A's return to earth that the Thoroni and Soruna are on their way to earth to begin formal relations. He is reported to have perished in the Battle of Losurae in 2040 with the destruction of the Constantine in battle (Ad Astra 4: Sacrifice of the Angels).
