Following the unification of Italy under the House of Savoy, the Papacy had lost its temporal power and considered itself a prisoner within the Vatican. For this reason, the Pope had forbidden all Catholics in Italy from participating in the political life of the country. As a mean of dividing the people of Italy during the unavoidable coming war, Chancellor Boulanger offered the Pope the town of Avignon and its surrounding area to rule.
