From the international border crossing in Surrey, Highway 99 goes northwest through 4 interchanges to Mud Bay. Here, it turns west, and goes this direction to a junction with Highway 91 in Delta. It then continues west to Ladner, where it turns northwest. It then reaches a junction with Highway 17, and then crosses the Fraser River through the George Massey Tunnel into Richmond.
