Firemen at Zakyo Toshi was a thinly disguised criminal gang who collected money for protection of merchants, geisha houses, and gambling dens. They were known to burn down the buildings of people who did not pay protection money. The Firemen got their name from the flame-like tattoos that covered their right arms. The Firemen eventually allied with the other three gangs.
