Jerry Kemper was a man who ran a limo business that included NCIS as one of their many clientèle. He and Special Agent Anthony DiNozzo later discovered the limo that Jennifer Shepard had been using and upon opening the lock to the boot, found the body of Stanley Hobart, Sheppard's driver who had been executed.
