Born in Lakewood (DCD) to a Cajun family coming from Shreveport, Louisiana, Chevalier moved to Pocatello (UI) at the age of three. In 1997, while working at RioFrozo, Robert joined the Rioblancoan branch of the AFL–CIO; by there, he got in touch with politics, joining the Progressive Party in 2004. Briefly serving as COO of his company for a year, he stepped down in 2006 to run for Senator from Uinta. Defeating Conservative candidate Joe Unterpfeller, Chevalier quickly made his way through the high ranks of the Party.
