The Water Release: Thin Mist Technique is an E-ranked technique created by an unknown shinobi from Fogugakure, and is based off of the Hidden Mist Technique. This jutsu allows the user to use to water around himself/herself in order to create a very fine mist. Althought this Ninjutsu cannot provide adequate cover for a shinobi this technique can provide a source of water vapour for Water Release techniques. It is speculated that shinobi from Fogugakure use this Ninjutsu when inside one of their countries many cloud forests, the low cloud level helping to enchance this jutsu for cover.
