She was born to Tekeny Ghemor, who led the Obsidian Order ruthlessly, pressing Iliana into joining it, and eventually convincing her to abandon the Klingon-Cardassian Alliance to join the Terran Rebellion against it. In 2376, she was assigned to assassinate Intendant Kira Nerys.
