United Nations Security Council Resolution 1013 is a top secret international policy agreed upon by the Super-Powers at the height of the Cold War that, should an extraterrestrial biological entity survive a crash-landing, the country that held that being would assume responsibility for its extermination. This was in response to the Roswell Incident of 1947. (TXF: "E.B.E."). Pressumably at some point between 1947 and 1991 this policy graduated from an agreement to a binding UN Resolution.
