Heavenly Water Dragons is a jutsu created by Tei Yamauchi with ulitlizes the Ōwatatsumi. Using her kekkei genkai she manipulates water into the form of multiple water dragons. The water in the dragons are compressed to the point they appear after actual dragons. Tei is able to control the dragons with just a finger movement. The dragons are strong enough to rip though steel upon contact.
