A pubwan facility is a collection of informational assets (such as hardware, bandwidth and/or software, but also including non-computer assets such as print publications) volunteered by a pubwan participant for use by the public for informing or for being informed. Information collected and disseminated at such a facility should be empirical or observational in nature, and must not be protected against inclusion in the public domain by laws, property rights, privacy rights, restrictions on information sharing imposed by parents or guardians on their dependent children, or any other legitimate authority.
