An uncut oceanstone can be achieved randomly while mining underwater, the chances of obtaining an uncut Oceanstone are 1/150,000 rocks, but by mining with an Upheat pickaxe, the chance is increased to 1/140,000. The chance is further increases to 1/100,000 when mining the rocks in the Celestial Dungeon (requires level 80 Mining and Smithing to enter), and by a further 20% when using a Celestial pickaxe (requires 110 Attack and 111 Mining to wield). The rocks in the Celestial Dungeon are not underwater but they still provide a chance of finding the gem. The chance of receiving the stone is still very rare but obtaining it would result in the player owning a very powerful gem, also as the gem is untradeable, this is the only way to obtain it.
