In the last half of the 24th century, the Klingon High Council demanded of Blizzard Entertainment that all skills be made available to every toon in World of Warcraft. Blizzard Entertainment agreed and implemented this feature in 2379. (RIS Bouteina: "Limit at Minus Infinity") The Klingon High Council maintained a library, similar to the Library of the U.S. Congress back in its day. It was accessible to the general Klingon public.
